County governments have been under fire for misappropriating
public funds.
However, in a rare turn of events, the Auditor General Edward Ouko is
satisfied with how Makueni and Nyandarua counties have spent public funds for
the financial year 2017/2018.
Ouko gave the two counties an unqualified opinion, as
financial transactions were recorded appropriately and in agreement with the underlying
accounting records.
Makueni County has been doing well in development projects. Last
year, the county hosted governors from other counties to benchmark about its fruitful
public participation approach.
On the other hand, Mr. Ouko gave a disclaimer that some devolved units
were in a terrible financial state in the year that ended June 30, 2018.
The counties
in the disclaimer included Lamu, Tana River, Wajir, and Nairobi.
The disclaimer insinuates
that there was either bad book keeping or misappropriation of public funds.
